Guides and Procedures on Processing Documents for UAE Attestation

Documents such as academic records (diploma and official transcript of records) will only be accepted by the UAE government once attested by the Ministry of Foreign Affairs (MOFA).

This article will guide you on how to process your documents for United Arab Emirates (UAE) attestation.  A step by step procedure is written below. Please note that this is my own actual experience in getting my academic records attested by the UAE. Prices posted were as of November 2016 (July 2017 for attestation here in UAE). I also edited and covered some parts of the documents I posted here (feature image).

A. Diploma and Official Transcript of Records (OTR)

Proceed to your respective school’s registrar and ask for a certified true copy (CTC) of your diploma and OTR. Mention that you will use it for Commission on Higher Education (CHED)  Certification, Authentication and Verification (CAV) and Department of Foreign Affairs (DFA) Authentication or what is commonly known as “Red Ribbon”. It usually takes a week for the CTC to be released depending on the school. I got mine after five (5) working days. I am a graduate of the University of the Philippines – Los Banos (UPLB), by the way. I paid less than 500 Php for everything (CTC of diploma and OTR, English translation of diploma, and two (2) other certifications which state that the CTC were issued by the university and that it is authorized by CHED to issue CAV of academic records of its graduates).

B. CHED CAV

There are schools which process the CAV of their students. If your school does not do that, you have to go to CHED office and submit your academic records and tell the staff that you are requesting for CAV. When I get my husband’s CAV, I went to the CHED satellite office inside Philippine Overseas Employment Administration (POEA) and paid 80 Php. It took only three (3) working days for the CAV to be released. The staff notified me (thru text) that the document is ready for pickup. There is an option where they will forward the CAV to the DFA and you only need to pick up the authenticated (red ribbon) copy at DFA Aseana in Paranaque. I am not sure how much will it cost.

Graduates of state universities and colleges (SUCs) may go straight to the DFA after getting the CTC of their diploma and OTR from the school. Meaning, they do not need to go to CHED to get their CAV since SUCs are authorized to issue the CAV of their graduates.

C. DFA Authentication (“Red Ribbon”)

After getting the CAV, you may now have it authenticated by the DFA. You have to pay 100 Php for the authentication/red ribbon (Regular – will be released after 4 working days ) or 200 Php (Express/Expedite – will be released the next day). Bring a valid ID and a photocopy of it.

Keep and do not lose the receipt because it is needed in stamping (UAE Embassy authentication). DHL staff will ask for it.

I advise you not to go to DFA Aseana because there’s always a very long queue.

D. UAE Embassy Stamping/ Authentication

Once your authenticated document is released, you may now have it stamped by the UAE Embassy. You only need to go to a DHL Express branch and tell the staff that your document is for UAE stamping. They will process it for you. Bring a valid ID, the receipt from DFA and a long brown envelope.

Authentication Fee: 2550 Php

Courier Fee: 554 Php

You will receive the UAE Embassy attested document right at your doorstep.

If there’s no DHL branch in your town, you have to pick up your document at the nearest branch from your house. The staff will tell you where the nearest branch is. You need to present your valid ID and the receipt from DHL to get your documents. It will take 5-10 working days. I got mine after 5 working days.

(There’s a DHL branch near DFA-SM Manila and inside DFA Aseana where you can submit your documents for stamping.)

(UAE)

E. UAE MOFA Attestation

By this point, you should have the CTC of your academic records authenticated by the DFA and UAE Embassy in Manila. Then, you may now proceed to a MOFA Office most accessible to you for the stamping or attestation in UAE. It costs 150 per document + 15AED and will be released the same day. In attesting school records, the fee is different for the diploma and the OTR, so we paid a total of 315 AED (150 AED for diploma + 150AED for the OTR + 15AED admin fee).
